sType is a VkStructureType value identifying this structure.
pNext is NULL or a pointer to a structure extending this structure.
addressRange is the VkDeviceAddressRangeKHR containing dispatch parameters.
addressFlags is a VkAddressCommandFlagsKHR value defining the flags for the address range.
